IMPORTANT INSTRUCTIONS TO CANDIDATES
1. CISF will conduct the recruitment to the post of ASI (Steno) and HC (Min).    
2. In view of the large number of applicants, detailed scrutiny of the eligibility and other aspects
will not be  possible before the Written Examination and therefore, the  candidature will be
accepted only provisionally.  Candidates are advised to go through the requirements of
educational qualification, age, etc and satisfy themselves that they are eligible  before
applying. When  detailed  scrutiny is undertaken after the Written Examination, if any claim
made in the application is not found substantiated, the candidature will be cancelled.
3. CANDIDATES IN THEIR OWN INTEREST ARE ADVISED TO GO THROUGH THE
DETAILED INSTRUCTIONS CONTAINED IN THIS NOTICE AND ALSO
AVAILABLE ON THE WEBSITE OF THE  CISF http://www.cisf.gov.in and
http://www.cisfrecruitment.org CAREFULLY BEFORE APPLYING.
4. Candidates seeking reservation benefits for SC/ST/OBC/ Ex-servicemen must ensure
that they are entitled to such reservation as per eligibility prescribed in the Notice .They
should also be in possession of the certificates in the prescribed format in support of their
claim at the time of application.
5. Central Government civilian employees/servants claiming age relaxation should be in
possession of a certificate in the prescribed format from their office, in respect of the length of
continuous service which should be for not less than three years in the immediate period
preceding the closing date for receipt of application. They should continue to have the
status of Central Government civilian servants/employees from the date of application till the
time of appointment in the event of their selection.
6. FEE: RUPEES FIFTY  ONLY (Rs.50/-) Fee is exempted for candidates belonging to
Scheduled Caste, Scheduled Tribe, and Ex-Servicemen eligible for reservation.
7. CLOSING DATE:  25.04.2011  For candidates residing in Assam, Meghalaya, Arunachal
Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, J&K, Andaman and Nicobar Islands,
Lakshadweep  01.05.2011.  APPLICATIONS RECEIVED LATE WILL NOT BE

the rank of Assistant Sub Inspector (Stenographer) and Head Constable (Min) in the pay scale of
Rs.5200-20200 with Grade pay of Rs.2800/- & Rs.2400/- respectively in the CISF.  The

i) Eye Sight – The minimum distant vision should be 6/6 in one eye and 6/9 in other
eye without correction i.e., without wearing of glasses/lenses.
ii) Colour blindness is a disqualification for all these posts.
iii) Candidates must not have Knock knee, Flat Foot, Squint in eyes or Varicose vein and
they should possess high colour vision.  They must be in good mental and bodily health
and free from any physical defect likely to interfere with the efficient performance of the
duties.
  
IV. DEFINITIONS/RELAXATIONS AND SPECIAL INSTRUCTIONS FOR  EXSERVICEMEN
1. ”Ex-servicemen” means a person who has served in any  rank (whether as a
combatant or as a non-combatant) in the Regular Army, Navy and Air Force of the
Indian Union but does not include a person who has served in the Defence Security
Corps, the General Reserve Engineering Force, the Lok Sahayak Sena and the
paramilitary forces; and
a) who has retired from such service after earning his/her pension; this would
also include persons who are released/retired at their own request but after
having earned their pensions or
b) who has been released from such service on medical grounds attributable to
military service or circumstances beyond his control and awarded medical or
other disability pension; orc) who has been released, otherwise than on his own request, from such service
as a result of reduction in establishment; or
d) who has been released from such service after completing the specific period
of engagement, otherwise than at his own request or by way of dismissal or
discharge on account of misconduct or inefficiency, and has been given a
gratuity, and  includes personnel of the Territorial Army, of the following
categories, namely:-
(i) pension holders for continuous embodied services;
(ii) Gallantry award winners.
The Territorial Army Personnel will be treated as Ex-servicemen with effect
from 15-11-1986.
e) Hav/Clk (Typist) of the Army and equivalent rank from Air Force or
Navy who have retired from Service are eligible to compete against
vacancies for Ex-Servicemen in HC/Ministerial.
f) Ex-servicemen holding the higher rank may also compete in this recruitment
for lower post provided they fulfill the eligibility criteria and also they furnish
their    willingness   in   writing   that in the event of their selection they will
not claim the post equivalent to the rank they were holding in the Defence
Forces.
g) The person serving in the Armed Forces of the Union, who on retirement
from service, would come under the category of the Ex-servicemen as
explained above may also apply for these posts one year before (as on the
date of recruitment) completion of the specified term of engagement. They
shall not leave the Uniform until they complete the specified term of
engagement in the Armed Forces of the Union. Such candidates should
submit a certificate from the Commanding Officer concerned as per
ANNEXURE-V
2. Break in Service: Should not be more than 03 years from the date of discharge from
Army/Navy/Air Force as on 01.08.2011.
3. Medical Category: “A”(AYE)/ “SHAPE-I”  at the time of discharge. They should
also possess to pass the same medical standards prescribed for direct recruits for the
post of Asstt Sub Inspector/Steno and Head Constable/Ministerial in CPMFs.
4. Character on discharge: Exemplary/Very Good.
The other eligibility conditions will be the same as applicable to others as mentioned under
eligibility criteria
V. Selection procedure:

In any case, it will not be less than 5 minutes.
For a dictation of 5 minutes  there would be
about  400 words for transcription and
subsequent typing (@ 80 words per minute).
The time for transcription will be 30 minutes
in English or 35 minutes in Hindi. In case, the
duration of dictation exceeds 5 minutes the
time for transcription will be increased
proportionately.
iv) Medical Examination :-
Candidates selected in order to merit (equal to the number of vacancies notified) will be put
through a detailed Medical examination to ascertain their fitness.
2. Candidates have to appear in all stages of Recruitment for which they have
qualified.  If a candidate is absent   from any stage/event for  which he has qualified, his
candidature will be cancelled.
3. Candidates, who qualify in the Written Examination with reference to such
minimum qualifying marks as may be fixed by the Department, will be put through
subsequent stages for selection.
4. There shall be no minimum requirement of chest measurement for female
candidates.
5. In all cases a candidate, declared UNFIT in Detailed Medical Examination, will be
communicated on the grounds for rejection in broad terms by the Presiding Officer of the
Medical Board.  The candidate, if not satisfied with the findings of the Medical Officer, can
submit an appeal for  Review Medical Examination within a period of one month with a
proof of his/her fitness in the prescribed form attached as per Annexure-VII.  The medical
certificate will not be taken into consideration unless it contains a note by the medical
practitioner concerned to the effect that it has been given in full knowledge of the fact that
the candidates has already been declared unfit for appointment in the CISF by a Medical
Officer.  The appeal will also not be taken into consideration unless it contains medical reexamination fee of Rs.25/- through demand draft. (the details of authority to whom the
appeal should be submitted and DDO concerned and payable branch etc will be mentioned
in the Rejection Slip itself to be issued by the Examining Medical Officer/Chairman of the
Recruitment Board).
6. For stenography test, the candidates are required to bring their own shorthand note book
and pencil.
7. Revaluation of OMR sheets will not be permitted.
VI. FINAL SELECTION
Final selection of the candidates will be made from the candidates those found fit in the
medical examination strictly according to merit and availability of vacancies.VII ENTRANCE FEE FOR BOTH THE  POSTS
The entrance fee will be  Rs.50/-(Rupees fifty only) which is to be sent along with
application through crossed non-refundable India Postal Order drawn in favour of the officers
mentioned in column (4) of the table given in para-VIII below.   No fee is required in the case of
SC, ST and Ex-Servicemen candidates. Entrance fee remitted in any other form viz money order,
bank draft, banker cheque will not be accepted and the application which accompanied with the
entrance fee in the any other form (other than the postal order) will summarily be rejected.
VIII.  HOW TO APPLY:-
For the purpose of conduct of written examination and subsequent stages a candidate may
apply to any one of the following sectors:-

Candidates will be called for the written examination and subsequent tests at venue under
the Sector where they have submitted their application. No change of venue will be permitted later.

IX  Online application:
Candidates may fill the online application form at www.cisfrecruitment.org and follow the
instructions given there.
Once the candidate has filled the required details online, he would be required to take a
printout of application form and Admit Card. Candidate should affix his/her recent passport size
photograph duly attested by Gazetted officers put his/her left thumb impression at the space
provided for the same and put his/her signature on the application form at appropriate places. The
requisite details along with photograph and signature should also be filled in the Admit Card.  It
may be noted that simply filling  on online  Performa would not entitle one for appearing in the
examination. The candidate is required to send the complete printout of application form and admit
card along with all required documents and postal orders as applicable before the closing date
as per Para X. The printout application form should be sent to Application Receiving Centers as
per instructions in Para VIII above along with all required documents and postal orders.
X. CLOSING DATE
Application form and admit card should be sent so as to reach the concerned Zonal DIG of
CISF as shown in the para-VIII  above by 25.04.2011and in case of residents of North East region,
A&N Island and J&K by    01.05.2011.  No application will be entertained which is received
after the due date.
XI. INSTRUCTIONS IN GENERAL
i) Only  eligible Candidates may apply in the prescribed proforma. Candidates should
minutely go through all the provisions in the notice to ensure that he is eligible for
the post for which  he is applying in terms of requirement of Age, Educational
qualification etc.
ii) Application  form and Admit card  duly filled in the prescribed proforma as per
Annexure-I and affixed with recent passport size photograph duly attested by a
Gazetted officer may be sent to the concerned DIG as mentioned in  Para -VIII
above.
iii) Documents to be submitted along with the Application Form:
a) A crossed non-refundable Indian Postal Order of Rs.50/-(Rupees fifty only)  on
account of entrance fee if applicable for the candidates as mentioned in Para VIII
above. No claim for refund of entrance fee will entertained on the ground of
rejection of application.b) Three self addressed envelopes of 12 x 27  cms size. Address on the envelopes
must be written clearly. Out of these three self addressed envelopes, one envelop
must be affixed with postal stamp of Rs. 22/- so that call up letter may be sent
through registered post, otherwise the application will be summarily rejected.
c) Photostat copies of certificates/testimonials in support of age and educational
qualification issued by a recognized board/University duly attested by a Gazetted
officer.
d) Photostat copy of SC or ST certificate which should be on the format as
prescribed in Annexure-II (if belonging to SC/ST category).
e) Photostat copy of OBC certificate which should be on the format as prescribed in
Annexure –III (if belonging to OBC category).
f) Candidates belonging to OBC category will have to sign declaration with regard
to “non-creamy layer status certificate” as mentioned in application form.
g) Certificate for relaxation in height and/or chest measurement as per format in  -
Annexure-IV (if seeking to avail relaxation in Physical Standards).
h) Photostat copy of Army discharge certificate, Undertaking as per format in
Annexure-V and   Certificate for employed Officials as per - Annexure-VIII for
the candidates applying against Ex-Servicemen vacancies.
i) Questionnaire as per Annexure-VI duly filled in and signed by the candidates
should invariably be send along with the application form.
j) Govt Servant including CISF personnel will have to submit a certificate as per
Annexure –IX from his/her Head of office/Controlling officer/Unit Commander
at the time of application
k) Other certificates in support of various relaxations as mentioned in para-III.
(iv) The envelop should be superscribed  “APPLICATION FOR THE POST OF
ASSISTANT SUB INSPECTOR (STENOGRAPHER) or HEAD CONSTABLE
(MINISTERIAL) “as the case may be.
(v) No TA/DA will be admissible for attending the test.
(vi) Unsigned applications, applications containing incomplete information and
documents as mentioned above will be summarily rejected and no correspondence or
enquiries from the applicants will be entertained. Hence, it is in the interest of the
candidate to ensure that his application form has been filled up correctly by him and
enclosures as mentioned above have been attested by the Gazzeted officer and are on
the prescribed format wherever applicable.
(vii) If any candidate is eligible for both the posts and desires to apply for both the posts,
he may apply on separate application forms complete in all respect and with separate
requisite fees accompanying each application.   However since  only one written
examination will be held for both the posts, candidate can appear for only one post
in the written examination for which he has been issued with Admit Card.
(viii) The Department reserves the right to delete/change any examination/typing test
(Short hand) centre and date of examination at its discretion.
(ix) Success in the examination confers no right to appointment unless the Department is
satisfied after such enquiry as may be considered necessary that the candidate is
suitable in all respect for appointment to the service post.
(x) The Department will not be responsible for Postal delays.
(xi) If any change/amendment in the eligibility condition, the same will be published in
CISF website. Candidates may check the same from website from time to time.

APPLICATIONS :
1.  Application forms can be  purchased in person or by post.
Application forms and prospectus  can be obtained on payment of Rs. 1200/- for general category and Rs. 1100/- for SC/ST/OBC/PH category through a demand draft only, drawn on any scheduled bank payable to Registrar IIMC at New Delhi, from IIMC  New Delhi or Dhenkanal branch (Orissa). Request for application forms should be accompanied with Demand Draft & a self-addressed stamped (Rs. 70)  envelope (27x17 cm).
2. For on-line Application  process
The application form can be filled after downloading from www.iimc.gov.in. Each application form must be accompanied by  a  Demand Draft  of Rs. 1200/- for General & Rs.1100/- for SC/ST/OBC/Physically Handicapped categories drawn in favour of Registrar, IIMC New Delhi. Last date for receipt  of application forms & DD  is  April 25, 2011.
3. Important : The sale of  application forms will commence at IIMC New Delhi and Dhenkanal branch from 1 April 2011. Application form/entrance examination for course No. 1, 2  is common. There are  separate application forms/ entrance examinations for course No.3,  4 & 5. Candidates who wish to apply for all Courses Viz Journalism (course 1 & 2), Radio & TV Journalism (course No. 3) Advertising and Public Relations  (course No. 4) and Oriya Journalism (Course No. 5) will have to fill separate application forms.
Last date for issue of application forms is April 25, 2011.  Completed application forms with DD should reach Registrar, IIMC,
Aruna Asaf Ali Marg, New Delhi-110067 on  or before  April 25,  2011.
